The breed was developed in the 18th Century by the Devonshire gentleman, Reverend John Russell. To avoid having his hunting hampered by carrying terriers, he developed a longer legged dog that could more easily keep up with horses and hounds, yet would remain small enough to go to ground and flush out foxes.
